Hermitage Director announced provisions of "Museum Manifesto"

Key provisions of the "Museum Manifesto", which include, among other things, change of attitude to museums on the part of state and society, were announced by the Head of the Union of museums, Director of the State Hermitage Mikhail Piotrovsky at meeting of the President’s Council for Culture and Art of the Russian Federation on Tuesday.

"A refusal to percept museum as leisure institution, a guarantee of integrity and indivisibility of museum fund of Russia and historical-cultural territories are necessary", read out Piotrovsky the first two paragraphs of manifesto.

The third paragraph was to undertake government obligations "on ensuring museum infrastructure, collecting and scientific activities of museums".

He added that society faces the real possibility of museums’ extinction. Piotrovsky explained that the draft Civil Code has a paragraph, which can deprive the museums of the right to use their earnings.

"We will fight for the preservation of the museums right to dispose of the earned funds,we continue to defend the historical buildings of landscapes," he said.

It appears to him that museums require not money but infrasrtucture.

For example, as a result of scientific activity archeological complex around Staraya Ladoga is formed. The complex can receive visitors, it only needs proper infrastructure.

"We will continue to fight for the creation of the Museum of the Guards - ready museum product that needs only infrastructure," said Piotrovsky.

Director of the State Hermitage reminded that annual traffic of museums of Russia is 86 million visitors that, according to him, is several times more than in movie theaters or libraries. The average price for museum visit is 80 rubles per ticket, and the average salary of the employees is 10 thousand rubles.

The President’s Council for Culture and Art was established in year 1996 to inform the head of the state about the situation in the sphere of culture and art, ensure interaction with creative associations, organizations of culture and art. The head of the state also signed a decree on the heads of inter-departmental commissions under the Council.

The President of RF included in the Council the representatives of public and non-commercial organizations and mass-media by his Order as of September 19. The presidium of the Council, in particular, included the film director Karen Shakhnazarov and counsellor to the President of the Russian Federation Vladimir Tolstoy, writer Alexey Varlamov and film director Alexander Sokurov. According to the Order, Shakhnazarov was appointed as Deputy Chairman of the Council, and Tolstoy as secretary. The Council included Artistic Director of the symphony orchestra Yury Bashmet, Director of the Mariinsky Theatre Valery Gergiev, actor Evgeny Mironov, Archimandrite Tikhon, Coordinator of social movement "Archnadzor" Konstantin Mikhailov, fashion designer Valentin Yudashkin, and others.
