The western facade of the palace, facing the Admiralty, contained the windows of the living apartments of members of the imperial family and balconies with awnings were added to it. One of them was on the third storey adjoining Alexander III's rooms and overlooked the Neva, while two others on the second storey could be reached through the rooms of Nicholas II and Alexandra Fiodorovna, and also by way of the Golden Drawing-Room. In the late 19th century, in place of the parade ground, a flower garden with a fountain was laid out in front of the western facade. To provide easy access to the garden a granite porch was constructed at the Saltykov entrance. In 1901 a railing designed by Robert Melzer was set up around the garden on a tall base of dark-red sandstone.
