As Director of the State Hermitage Mikhail Piotrovsky has noted: "There are many disputes on the document on the basis of which our city was included into the World Heritage List. Everyone knows that it has been made a long time ago, it has been done hastily, many things there are not exact. The document should be finished, it is difficult for using. On the other hand we have a fine strategy of preservation of heritage. They should be connected".
