Conference Museum Activity under the terms of 94-FZ On 18-20 May 2011 the State Hermitage, with the assistance of the Union of Museums of Russia, held the first conference on practical application by museums of the Federal Law dated July 21, 2005 On placing orders for the supply of goods, works and services for state and municipal needs. The meeting was opened by Director of the State Hermitage Mikhail Piotrovsky. Holding this conference was necessitated by issues caused by the imperfection of legislation on placing orders with respect to the specifics of museum activities. The conference addressed issues of applying of the norms of the Law and the situations, arising in this regard, which do not allow museums to fully implement their core tasks (conservation of museum items, procuring access of citizens to museum collections, etc). The conference brought together representatives from over 20 museums - the Moscow Kremlin, the State Tretyakov Gallery, the State Russian Museum, museum-reserves Tsarskoe Selo, Peterhof, Pavlovsk, the Central Museum of the Great Patriotic War, etc. In addition to representatives of the museum community, the conference was attended by representatives of the Ministry of Culture of the Russian Federation, the electronic platform Sberbank - AST, the Institute for State Procurement of the Academy of State Service under President of the Russian Federation. Following the conference it was decided to send documents with a brief summary of the discussions to the Culture Committee of the State Duma for off-site parliamentary hearings, which will be held on 2 June 2011. From representatives of the Ministry of Culture of the Russian Federation a proposal was received to create an expert group from the staff of the Ministry, the State Hermitage and representatives of other customers to examine in detail the situations of practical application of the law and prepare amendments to legislation on placing orders.
