Among the architects asked to contribute to this project was Robert Friedrich Melzer. In May 1897, his proposal for the enclosure was approved by Nicholas II, and in early January 1901 Melzer informed the Main Palace Administration that all the metalwork for the construction of the enclosure had been completed.
